Energy transitions can generate substantial local costs and benefits. This project studies how oil refinery closures affect local public finances in the United States. Oil refinery closures offer an important case study because refineries are major pollution point sources, often located near population centers, and can represent a substantial share of local tax bases. Using comprehensive data on refinery closures matched to local government finance data, we estimate the causal impact of closures using a stacked difference-in-differences design that exploits plausibly exogenous closure timing. Preliminary results suggest refinery closures do not affect local property tax revenues in the short run but reduce them in the long run.
